Mr Marwah is a former Governor of Manipur and Jharkhand with additional charge of Mizoram and Bihar; Advisor to the Gov. of Jammu and Kashmir; Convener Internal Security of the National Security Council Advisory Board; Special Secretary, Internal Security, Union Ministry of Home Affairs; Director General, National Security Guard; the Commissioner of Police Delhi, Joint Secretary, National Police Commission, First Secretary, High Commission of India, London; and Deputy Commissioner of Police, Calcutta. He is the recipient of many awards, including Padma Shri, Police Medal for Gallantry and ‘Garaj Star’. Presently, he is a Honorary Professor at the Centre for Policy Research, New Delhi., and Chairman Task Force, National Security and Criminal Justice System, Centre State Commission. His contribution on “Autonomy in Jammu and Kashmir ’ and other constitutional issues were published recently by Kreddah, Amsterdam and he has  contributed chapters in many books on security issues
