This book is an outstanding conference report held at the Heritage Village Resort, Manesar, from 17-19 February, 2004. The Institute of Peace and Conflict Studies (IPCS), and the Konrad Adenauer Foundation (KAF), New Delhi office, organized a three day international dialogue between leading scholars and specialists on Emerging Global Security Developments and Counter-Terrorism. The conference brought together a range of views and insights on a topic of crucial and increasing global significance- international terrorism. A unique combination of academics, policy makers, civil and military officials and parliamentarians from three countries gathered to debate important issues facing the world in a spirit of openness and candour.

About the Editors
Dipankar Banerjee is a retired Major General of the Indian Army and an eminent defence, foreign policy, and strategic studies expert based in India. He is presently the Founding Director of the Institute of Peace and Conflict Studies, India’s leading independent defence policy, foreign policy and strategic studies think tank based in Indian capital New Delhi. From 1999 to 2002 he was the director of the Regional Centre for Strategic Studies in Colombo, Sri Lanka. He has held visiting fellowships at the United States Institute of Peace and The Henry L. Stimson Center in Washington, DC and has been a consultant to the United Nations on the Conventional Arms Register. He was the UN Consultant on the Conventional Arms Register in 2000 and from 2000-2003 was the member of the International Adivsory committee of the ICRC.

Jabin T. Jacob is a Research Fellow at the Institute of Peace and Conflict Studies. His research interests include developmental issues and political economy in East Asia.
