Background

He is a Professor of Diplomacy at Jawaharlal Nehru University , New Delhi , is the Editor-in-Chief of India’s National Security Annual Review. His various distinguished positions include: Counselor of International Relations, Academy for World Watch, Shanghai (2006-2008); the MEA Chair, United Service Institution of India, New Delhi (1998-1999); the India Chair, University of World Economy and Diplomacy, Tashkent (1996-98); Visiting Professor in International Relations, University of Turin, Italy (1990); Visiting Fellow, Institute of International Studies, University of California, Berkeley (1978); Visiting Fellow, School of Advanced International Studies, The Johns Hopkins University, Washington D.C. (1978); Director, Indian Foreign Service Probationers Training Course conducted by the School of International Studies, Jawaharlal Nehru University, New Delhi, 1972-82.

 He has delivered several special lectures at the Universities of Illinois, Columbia , Heidelberg , Geneva, Malta , London , Guangzhou . He has delivered lectures regularly on problems of defence and foreign policy at National Defence College , New Delhi ; Defence Services Staff College , Wellington ; Army War College , Mhow. He was a columnist for the Hindustan Times from 1971 to 1978. He is a Member of the Indian delegation to the ongoing India-Pakistan Track II dialogue called the “Neemrana Initiative” since 1991. He has authored/edited more than two dozen books and several dozen research articles. 

 
 

The Institute of Peace and Conflict Studies (IPCS) is the premier South Asian think tank which conducts independent research on and provides an in depth analysis of conventional and non-conventional issues related to national and South Asian security including nuclear issues, disarmament, non-proliferation, weapons of mass destruction, the war on terrorism, counter terrorism , strategies security sector reforms, and armed conflict and peace processes in the region.

For those in South Asia and elsewhere, the IPCS website provides a comprehensive analysis of the happenings within India with a special focus on Jammu and Kashmir and Naxalite Violence. Our research promotes greater understanding of India's foreign policy especially India-China relations, India's relations with SAARC countries and South East Asia.

Through close interaction with leading strategic thinkers, former members of the Indian Administrative Service, the Foreign Service and the three wings of the Armed Forces - the Indian Army, Indian Navy, and Indian Air Force, - the academic community as well as the media, the IPCS has contributed considerably to the strategic discourse in India.
