Govt backs off on nuclear liability Bill

Isolated over the civil nuclear liability bill, the government was forced to back off in the Lok Sabha on Monday when it decided to defer introducing the legislation in the face of spirited opposition from the Left and BJP, who were prepared to call a division on the legislation. Wary of a combined Opposition, government may also have been spooked by low attendance of UPA MPs in the House in what, besides exposing the flaws in government’s floor management, triggered speculation of a possible disconnect between the priorities of the PMO and Congress. The PMO has been keen on the early passage of the bill that is crucial to the operationalisation of the Indo-US nuclear deal, with Prime Minister Manmohan Singh himself lobbying the BJP and CPM for support while also deploying NSA Shivshankar Menon on the job.
