The effort to eliminate nuclear weapons has gained momentum and interest globally.  It was in response to this initiative that the IPCS organized a seminar to discuss the developments that transpired at the Global Zero Summit held in Paris on February 2-4, 2010.  Ambassador Kanwal Sibal outlined the step-by-step strategy of the Global Zero Action Plan developed by the Commission spearheaded by 200 leaders worldwide. The plan delineates a four phase agenda culminating in the negotiation and implementation of a legally binding accord for eliminating nuclear weapons. The initial phase calls for reductions of the US and Russian nuclear arsenals to 1,000 total warheads each and for all other countries with nuclear weapons to commit to freeze their arsenals. Air Chief Marshal SP Tyagi illustrated the history, thought process, strategic relevance and the difficulties that arose in formulating the comprehensive plan. As one of the thirty-one students invited to attend the Summit, Yogesh Joshi elaborated on the importance of expanding the awareness in India on Global Zero and how India can contribute to the discourse. The discussion that followed provided insights into the proceedings of the Summit, speculated on whether the US and Russia will positively contribute to the process and what impact this will have on other nuclear weapons and capable countries in joining.
